GOMOA WEST DISTRICT ASSEMBLY HOLDS A GENERAL ASSEMBLY MEETING ON 3RD AUGUST, 2012


The Gomoa West District Assembly yesterday, 3rd August, 2012 held a general assembly meeting. 
DCE ADDRESSING THE DISTRICT HEADS OF DEPARTMENT
The meeting which took place at the assembly hall started at 11 : 24am, with an opening prayer by Hon. Cecilia Awotwe Pratt, the Assembly Member for Apam Esuekyir.
Before beginning his opening remarks, Hon. Anthony Eyiah-Quansah, the Presiding Member (PM) of the assembly asked that a minute silence be observed in honour of Late President Atta Mills. Continuing his address, the PM said that Gomoa West has witnessed a lot of infrastructural development, especially in the educational sector. To him, that is a great blessing for everybody in the area. He also called on assembly members to desist from litigation themselves and also do everything possible to discourage it in the district. According to him, the basis for making this appeal was that some assembly members have taken to litigation in the area and this is not good since it does not promote unity and peace among the people.

Another point of emphasis by the PM was that the assembly members should stay neutral in partisan politics. He explained that assembly members are leaders to all the people in their electoral areas. As such, if they show political bias, it will be difficult for them to unify the people. The PM added that the December, 2012 general elections are just around the corner and so it was incumbent for every citizen of Ghana  to behave and conduct himself/herself  in such a manner that will keep the peace that Ghana has been noted for.
Hon. Theophilus Aidoo-Mensah, the DCE for Gomoa West also certainly had his turn to address the house. Beginning , the DCE commented that it was with a heavy heart that he addressed the house, but again urged all to be strong in the trying time of mourning Late President Atta Mills.
An issue that was well highlighted in the Hon DCE’s address is the quest of the district to enrol into the Rural Enterprises Programme. This programme functions mainly towards the reduction of poverty through the development of Micro and Small Enterprises in the district. As part of the requirements to enrol into the programme, there is the need for the assembly to form a sub-
committee on Micro and Small Enterprise Promotion. In this vein, the DCE suggested that the Sub-Committee on Production and Gainful Employment (SPGE) be reconstituted into Micro and Small Enterprise Promotion Sub-Committee. The SPGE can be so melted because it has become defunct due to ILO stopping to transfer funds to support the work of SPGE. 
Another key area that the DCE touched on was the aspect of revenue mobilisation. He stated categorically that the assembly has performed abysmally in the area of revenue generation. The DCE indicated that some area councils have stopped collecting their ceded revenue. This is adversely affecting revenue yield for the district and will, by extension, also affect the FOAT assessement of the district. He called on all stakeholders to be up and doing so that the desired revenue levels can be achieved for the development of the district.
Further, the DCE publicised to the house that the district received Nine Hundred and Eighty Seven Thousand, Five Hundred and Thirty One Ghana cedis, Ninety Two Pesewas ( GH 987,531.92 ) as its share of the District Assemblies Common Fund (DACF) for 2012. This figure received was against a composite budget of Two Million, Six Hundred and Eighty Thousand, Five Hundred and Two Ghana cedis, One Pesewa ( GH 2,680,502.01) that the assembly presented. This represented a sharp reduction and so the assembly needed to prioritise it spending.
The DCE did not resume his seat without talking about the Apam Junction – Afransi Road which has become one of the major concerns of the people in the district. The DCE registered that the contractor working on that road has been offered all the necessary supported for the smooth running of the project, yet he is not committed to the job. From the DCE he (the DCE) has written to the appropriate authorities about this undesirable  attitude of the contractor. That upon his letter, the contractor came to give all assurances that the work would be executed as expected, but up to date the situation has not changed.
It is worthy of mention that in attendance at the meeting was Nana Ahunaku  Ahor Ankobeah II, the Omanhene of Akyempim Traditional Area.

GOMOA WEST DISTRICT MARKS ONE-WEEK OF LATE PRESIDENT   J.E. ATTA MILLS’ PASSING

REST IN PEACE
The Gomoa West District Assembly organised the above programme today, 31st July, 2012. The event which took place at the Apam lorry park was massively attended by traditional authorities, public officials, political party representatives and members of the general public from all parts of the district.
Indeed, public turn out at this programme was one of the best ever in the district. This, once again, reaffirmed the overwhelming respect, admiration and recognition that the people had for Late President Atta Mills’ personality and the ideals that he stood for. For Many, the only way they could now honour the late president was to attend his funeral celebration in the district capital, Apam when the opportunity availed itself. A marked aspect of this great occasion was the several dance ensembles that participated.

Addressing the gathering, Hon. Theophilus Aidoo-Mensah, the DCE for Gomoa West thanked everybody present for making time for the memorial service. He said the time has really been a most tragic and sad one for the nation to have lost such a personality like President Mills, who, by all standards, was a great blessing to Ghana.
DCE ADDRESSING THE SYMPATHIZERS
The DCE went further to say that the fact that the programme was attended indiscriminately by members of all political parties attested to the truth that the late President was actually a patriot and statesman. In compliment to the Late President Mills, Hon. Theophilus Aidoo-Mensah, the DCE maintained that the late President was a unifying father.For the DCE, that underscored why the Late President  never took anybody to book for the obscene language that sections of the Ghanaian society, including the Late President’s own former students sometimes subjected him to.

CHIEF OF AKYEAPIM TRADITIONAL COUNCIL
An equally important highlight by the DCE was that, even though the Late President is no more with the nation, that should not be a basis for chaos and anarchy. The DCE rested his speech by praying that the peace loving spirit of Late President Mills would continue to bless and keep the nation.
The gospel sermon for the day was delivered by Rev. Ebo Walters of Apam Methodist Church. There was also a heavy media presence.

HON. AMA BENYIWA-DOE, THE CENTRAL REGIONAL MINISTER COMMISSIONS PROJECTS IN GOMOA WEST DISTRICT


THE MINISTER ADDRESSING THE PUBLIC

Hon. Ama Benyiwa-Doe, the Central Regional Minister paid a working visit to the Gomoa West District of the Central Region on the 13th of June, 2012.
Delivering his welcome address on the occasion, Hon. Theophilus Aidoo-Mensah, the DCE for Gomoa West intimated that in a matter of three (3) years, the district has received a solid one hundred and ten (110) projects, attesting to the effectiveness of ‘the Better Ghana Agenda.’  He added that the district benefited a lot from the Regional Minister when she was the MP for the Gomoa West Constituency and continues to enjoy under her administration as a regional minister.
COMMISSIONING OF SCHOOL BLOCK
In her speech, the Regional Mnister said she always felt a sense of pride whenever she visited the district. She emphasized the need for the assembly to beef up revenue collection since that was a functional means of supporting development in the area. She also called on the two traditional councils in the district, being the Akyempim and the Ajumako Traditional Councils.
More importantly, the Regional Minister’s visit was characterized by the inspection and commissioning of projects. Among the projects inaugurated were the Ajumako Basic School project, the Apam Methodist Basic School project, the Apam R.C. Basic School project and the Abonko CHPS compound among others.

HON. AMBASSADOR LEE OCRAN, THE MINISTER FOR EDUCATION VISITS GOMOA WEST DISTRICT
MINISTER INSPECTING CLASS ROOMS
On the 6th June, 2012, Hon. Ambassador Lee Ocran, the Minister for Education paid a visit to the Gomoa West District in the Central.
The purpose of the visit was to inspect some school projects that have been administered in the district and to also interact with teachers and students/pupils in the schools.
Simbrofo D/A. Primary and Junior High School was the first to be called on by the Minister. The school benefits from a completed, grand six (6) unit classroom block and a teachers’ quarters.
MINISTER INTERACTING WITH STUDENTS
Further, the minister asked Hon. Theophilus Aidoo-Mensah, the DCE of the district to prepare an estimate for the improvement of the K.G. block of the school and forward to him for consideration. He also pledged to adopt the Simbrofo K.G. and for the start, give one thousand Ghana cedis ( GH¢ 1000.00) for the procurement of items of interest for the K.G. The minister also disclosed that teachers will soon be supplied with computers to enhance the use of ICT in the teaching and learning process.
On the obverse side,  a general concern there was that pupils are not regular at school. This phenomenon, the teachers attributed to the fact that some of the pupils own personal farms and because of the minor economic gains that they make out of these farms, they tend to absent themselves from classes to attend to their farms. In a related development, the minister also expressed concern about the situation that some children are still not enrolled in school, in spite of the provision of free school uniforms, free exercise books, the capitation grant etc. Commenting on this, Mr. Albert Bentil, the headmaster of the Simbrofo Basic Schools said that a major cause of this problem is the nonchalance of most parents towards the education of their children.
The people and teachers of Simbrofo thanked the minister, the DCE and the government for the support lent their school, but further asked for the connection of electricity into the new school blocks, library books, furniture etc.
STUDENTS ATTENTIVELY LISTENING TO MINISTER'S ADDRESS
The Dawurampong Senior High Technical School and the Mozano Senior High School were also visited for the inspection of magnificent school building projects there. In these schools, the minister encouraged the students to work hard to realize a meaningful future for themselves. The people were also made aware that government was working on procuring buses for schools and that staff accommodation was also an issue to be given consideration. Students of the Dawurampong Secondary Technical School were highly commended for their neatness. Insert are photographs of some scenes of the minister’s visit.
